elpa-helm-core software package provides Emacs Helm library files, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install elpa-helm-core
elpa-helm-core is installed in your system.
Make ensure the elpa-helm-core package were installed using the commands given below,
$ sudo dpkg-query -l | grep elpa-helm-core *
You will get with elpa-helm-core package name, version, architecture and description in a table
